The catalogue graded by what the accounts say happens to people who go there: from places nothing is reported about to those with deaths attached.
This scale grades the accounts, not the ground. It says how bad the stories told about a place are, and it is not a safety assessment: the real hazards of a derelict building or a cold mountain are a separate matter, and a place marked quiet here can still be dangerous to visit.
